Romans 1:17New International Version (NIV)
17 For in the gospel the righteousness of God is revealed—a righteousness that is by faith from first to last,[a] just as it is written: “The righteous will live by faith.”
So we are told that believing does in deed bring the righteousness that is in the gospel. On the other hand the righteousness of the old testament was different or there would not need to be a gospel to preach of this new righteousness.
LIVING THE TRUTH DOES
Yes, but without faith a person cannot live the truth. Those in OT strove at living the truth but failed and for this reason the law speaks to those under the law to say no one is righteous.

That is not what is written.
I remember John was given a the sign of the Spirit coming on Jesus as a dove. God also acknowledge that Jesus was his Son and that he was well pleased with him much like a human father will when his son does something wonderful in public.

Jesus is the son of Mary as of the flesh.
Scripture does not say that he was anointed at the Jordon with the Holy Spirit.
All we are told is the sign of the Holy Spirit that descended as a dove and landed upon Jesus. We are also told that John baptizes in water and that Jesus was baptized by him. It means exactly what it states and that being that Jesus was immersed in water by John and then John saw the Spirit descend our of heaven like a dove and land on him.

It does not say when but it sounds like Peter was speaking the Holy Spirit in its role of gift giver. That would be more like Cornelius and his household receiving the gift of tongues.
Jesus did use his the gift of miracles after he was immersed but I do not think Scripture tells us when he first received the gifts.

Jesus received the Spirit at the Jordan.
