Romans 8:11 is one reason why I believe God will send his Spirit to resurrect and transform the mortal bodies of those who rest in Sheol.

God already has sent His Spirit in Christ and all those who share in that Spirit now, will be raised.

They will have returned to dust.
The transformation will only affect those yet alive on earth in Christ.

Scripture disagrees for it says “he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you.”

It does not change anything if you believe that when Paul wrote “your” he was told those that are now dust the the Spirit that will quicken their mortal bodies.

Those who are in Christ and whose bodies have turned to dust will rise in a new heavenly body.
They will not be naked.
They will meet the Lord in the air.
