To Me this means that the willingness of the Son of God to pass through the death experience, self limited as a man, subject to the will of God, was such an astonishing act of Love that it can be transforming to the most stubborn of sinners, even enemies of God. It is a Love that literally swallows up wrongs.Deuteronomy 19:15 has to do with the laws of the Israelites concerning the desire for more then one witness when someone is accursed of something.
