A horn = a kingdom( country)–thus a 2 horned beast = 2 countries working together as the final world power.

Yes it speaks of the king of Tyre, but then switches to the anointed cherub=0 doubt. A Cherub is an angel– it is showing how he fell to badness because of his beauty. He showed in the wilderness to Jesus he seeks to be worshipped.
