I think yes. Overall it is about God.But it culminates in being about the one whom God sent.So I think it is a hard question. But if I was going to place a bet, I would go with God. And as I said before, there is little reference to the son in the OT and the OT is the bulk of the Bible.

I would guess that it is the Father, since there is not much reference to Jesus in the OT.But I think that the central message of the NT is that we must honour the son as we honour the Father.So my guess is the Father, although depending on the Book it might well be the son.Overall, my guess is the Father.
