Personally I wouldn’t say that Satan is behind his ministry. However, it is one thing to believe in the Trinity and quite another to preach it or make it part of the gospel. We can receive the spirit without water baptism, but for me, if that happened, then we would receive water baptism because we were instructed to do so.

God can save anyone he wants because Jesus died for all mankind. God is sovereign.
