The question is “Does 1 Peter 2 imply that Jesus is God?” According to my limited understanding the answer is yes, Jesus is the only begotten God as Jehovah of Hosts which is someone other than Jehovah in the context of Isaiah 8:12-15 which Peter refers to.

Peter identifies Jesus to be the stumbling stone which Isaiah writes about and that stone is called Jehovah (LORD) of hosts by Jehovah. There are two who are named Jehovah. One is the Father and the other is the Son.Hope that helps!
