No, that is not the message of Hosea 6:6.
The message of Hosea 6:6 is also expressed with these words.

Within the cup of man is ”sin in the flesh”.
All the religious behaviours of men cannot cleanse themselves inwardly.
Those the Son sets free are free indeed.
I agree that man cannot truly clean himself but the Anointed came to set men truly free.

It is the Spirit that cleans us but we receive the Spirit through immersion in water in the name of Jesus Christ.

But you must submit to the righteous demands of God for water baptism if you expect Him to give you the sanctifying Spirit.

Jesus’ words were always those of God’s as were his action for he bore the fruit of the Spirit. The only opinion I can think of he gave is when he called Herod a fox and even then his opinion was the fruit of the Spirit.
