Jesus does say that he will send the Holy Spirit, but it is by praying to the Father, and so no, the Holy Spirit is not subservient to Jesus:

Verse 14:16 states that”he will pray to the Father”, and so that is how he is able to send him.

Doesn't the rest of 1 Peter 3:18-20 say that it was the [Holy] Spirit that made him alive and took him down to 'preach to the wicked

In the spirit He remained alive and in control of the universe (Hebrews 1). The division is between flesh and spirit and not man versus God.

Jesus said, “No man has ascended into heaven.” If spirits returned to be with God before Christ's resurrection then there was no need for Christ to die.If you mean that the spirits of men return to God's hand (control) I would not have a problem with that. But they could not return to be with God until after Christ returned to be with God.
