Peter did not say and sometimes you will receive the promise of the Holy Spirit. He said “and you will receive the promise of the Holy Spirit”. He was speaking to that those that were “pricked in their heart” and whom also believe his message and not a false message so I can only speak of such individuals. When they repent and are immersed in the name of Jesus Christ for the emission their sins the result is they receive the gift of the Holy Spirit.
Peter’s words apply to anyone who is “pricked in their heart” and believes the true message of God. I see no reason to doubt those Samaritans were an exception as Scripture does not say they were. I have even have more doubt that Peter words that subject to change.
Paul agrees with Peter’s teaching according to his words to the Christians in Romans 6 as he teaches us that the old man that lives by the flesh is put to death when a believer is immersed in water and the new man lives by the Spirit is raises from the water. He also calls the old man a servant of sin and the new man a servant of righteousness.
Peter’s words alone should be enough evidence but Paul’s words provide a second witness to establish the facts of the truth.
