I don't think that has nothing to do with two or tree witnesses,
the witness have to be present ,so Paul person does not count for tree,or is it not to me

2Co 13:1 This will be my third visit to you. “Every matter must be established by the testimony of two or three witnesses.”

the problem in the Corinthian congregation was about;

He then quotes the verse about TWO or THREE WITNESSES

it does not stop at 2Cor 13;1-2 just keep reading ,he be one of the witnesses ,but Paul refers to the problem,
