Many hear the calling, receive the cleansing waters, walk on with their journey, then are chosen, receive the spirit from above, penetrating their inner being, so are complete, so long as they stay on the path there being only one.

T,The comforter and the gift giver are two different appearances of the holy spirit. One appears to teach righteousness and the other appears to give gifts.
Romans 6 speaks of an immersion that delivers a person from being a servant of sin and that is effect of the concealer appearing.
When Paul laid his hand on the men they revealed the effect of the gift giver.
In both cases the spirit comes from God and does the task it is assigned. The counselor is the more important of the two.

if we have turned our heart and mind to God then we cannot use our limbs to do what is wrong,all our body part have to be without sin as well,

We know “they that are Christ’s have crucified the flesh with the affections and lusts.” Paul's words to the Roman's in chapter 6 tell us believers are crucified with Christ when they are immersed.
Only Acts speaks of the giving of gifts, and then mostly using examples of the giving and not teaching of how they are received. There are some mentions in the OT as well. There are at least two different way God uses to give the gifts, one is directly and the other is by the laying on of hands.
Acts 8:14-17
Authorized (King James) Version (AKJV)14 Now when the apostles which were at Jerusalem heard that Samaria had received the word of God, they sent unto them Peter and John: 15 who, when they were come down, prayed for them, that they might receive the Holy Ghost: 16 (for as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.) 17 Then laid they their hands on them, and they received the Holy Ghost.
According to this the Giftgiver did not come with immersion in Jesus' name. It came when the apostles laid their hands on hands on believers. The same order of things happened when Paul brought the students of John the Baptist into full knowledge of the Christ.

Consider that those that live by the spirit know all that is righteous as manifest the fruit of righteousness.
