    The closest most scholars can come on the meaning of “el” is “fear” or “strong”.

    It refers to any mighty one or “one whom should be feared”.  They don't have to be “in the unity of the Spirit of God” at all.  It was used for those who were Judges over Israel.  But like the word “judge” in our understanding today, just saying “el” didn't in and of of itself imply “in the unity of the Spirit of God” or not. It basically meant “ruler”.
