If we go to the next verse we can see, the focus is not where Satan sits, but the abominations they are dwelling in,
which are of Satan.
Therefore they are dwelling in Satan spiritually.

The focus of the verse is about those Believers that dwell  where Satan’s throne is. Plain and simple.
