He wasn't talking to those who were not redeemed.We are not perfect by our own works, but by the the gift of salvation that is given to us.Therefore we can act and do things in a perfect way, so long as we are in Christ. Outside of Christ and we will always fall short of God's glory no matter how hard we try to be righteous.
