You misunderstand Romans 10. The book of Romans, like all the apostolic letters, was written to the saved,
and not the to the unsaved telling them the way of salvation, as Romans 1 shows.
Like Galatians, Romans was specifically targeted to the new Jewish converts and Romans 10 tells them how to
put their faith into action and not to uselessly fall back on reliance on the Law.
