Yes God is one and His Spirit is one. They are one and the same God and His Spirit. When Isaiah speaks of the Spirit Jesus receives it is broken down. We can compare the fullness of what Jesus received compared to other men and the measures of what they received. The angels also are given God’s Spirit. God gives His Spirit to mortal man by measure, not until the resurrection do we receive it to a measure that makes us perfect. We are counted as righteous by our faith, but we are completed in righteousness when we are no longer able to be tempted and we are freed by an incorruptible body that no longer lives in the bondage of fear, able to serve God without temptation in our way. God’s Spirit is spoken as gifts, no matter what gift you receive or what measure is given to you, it is of God’s Spirit. Some are wise having God’s Spirit of Wisdom, some might not be too smart but they have patience and kindness that is also of a portion of God’s Spirit, etc.. Only God is good, and He gives the gifts of His Spirit as He choses. All good acts or deeds committed by people done not for self gain, are a work of God’s Spirit. The world is full of wickedness but it would be all together wicked without the grace of God’s Spirit given in some measure to the people on earth. Without God’s Spirit there would be no love, patience, kindness, self control. We would all be like a wild beast all of the time, not civil in any manner. Civility comes through God’s Spirit.
