Paul did not baptize with the Holy Spirit as he did not and does not have the authority to give the Holy Spirit. Jesus had to live a life in which he did not sin even though being tempted as is common to man and then die in order for the Spirit; in its role of concealer to come. Water baptism is not a requirement at all. Born of water is human birth.
