How I understand that last verse is that when Peter and the others were amazed and Peter said “Can any man forbid water for baptising these Gentiles”? It was saying that Gentiles would also be reborn and would also enter the kingdom of God, as amazing as that was to the Jews. Therefore He commanded the Gentiles also to, like the Jews, be baptised in water.
