The dreadful beast has 10horns: AND the wounded beast has 10 kings:
Rev13:11.the beast with 2 horns coming out of the earth.
(2horns means spiritual and secular).He is the same as the little horn with eyes and mouth.

The beast in Dan. and the beast in rev.(the one and same beast) will be in power –at the coming–. This beast is the 8th. that came out of the 7th(the wounded one).
As soon as the false prophet takes over control; this beast is the 8th. All laws will change,the system also.
