The OT believers were given the description of the Kingdom of God at the arrival of the Messiah to establish it, which was rather confusing for them when no or little gap between His first coming and His second coming was given in the narative.
This passage is a good example of that as most here would know–
Isa 61:1 The Spirit of the Lord GOD is upon me; because the LORD hath anointed me to preach good tidings unto the meek; he hath sent me to bind up the brokenhearted, to proclaim liberty to the captives, and the opening of the prison to them that are bound;
Isa 61:2 To proclaim the acceptable year of the LORD, and the day of vengeance of our God; to comfort all that mourn;
Isa 61:3 To appoint unto them that mourn in Zion, to give unto them beauty for ashes, the oil of joy for mourning, the garment of praise for the spirit of heaviness; that they might be called trees of righteousness, the planting of the LORD, that he might be glorified.
Isa 61:4 And they shall build the old wastes, they shall raise up the former desolations, and they shall repair the waste cities, the desolations of many generations.
Isa 61:5 And strangers shall stand and feed your flocks, and the sons of the alien shall be your plowmen and your vinedressers.
Isa 61:6 But ye shall be named the Priests of the LORD: men shall call you the Ministers of our God: ye shall eat the riches of the Gentiles, and in their glory shall ye boast yourselves.
Isa 61:7 For your shame ye shall have double; and for confusion they shall rejoice in their portion: therefore in their land they shall possess the double: everlasting joy shall be unto them.Jesus sent His disciples to preach this restoration before they could comprehend Christ being crucified and leaving them.
Mat 10:7 And as ye go, preach, saying, The kingdom of heaven is at hand. (read on)
There is just no way that the disciples of Jesus were preaching Acts 2:38. at that time.
It was after Christ's resurrection that He gave His disciples instructions concerning the Kingdom of God which they were to proclaim as they did in Acts, because Peter then asked of the Lord–
Act 1:6 When they therefore were come together, they asked of him, saying, Lord, wilt thou at this time restore again the kingdom to Israel?
and the Lord answered with–
Act 1:7 And he said unto them, It is not for you to know the times or the seasons, which the Father hath put in his own power.
Act 1:8 But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judaea, and in Samaria, and unto the uttermost part of the earth.However it is not so, that the preachers today of the Kingdom of God, should start with their preaching of the cross to heathens but begin with the good news of the coming Kingdom and then preach how one can be found in that Kingdom when it comes, by entering into the Spirit of it now through the living resurrected Christ and His cross, and their obedience to His teachings.
Most just preach eternal life as the aim, but a fuller explanation of our future is found in the scriptures of the OT, though truly eternity comes after that for which we have very little description of it to convey, except that our King and friend will be there with us all in God.

abe,Think about what the believers would have believed at that time.
Messiah would come and free them from the bondages of this world and set up the Kingdom of God according to the scriptures which they had been taught every sabbath day.
Jesus sent His disciples to preach to the masses just that and to confirm that message He empowered His diciples to heal the sick and cast out devils.
In the light of the Lord delivering people of their devils and diseases for over three years, the majority of the people became convinced that their deliverance from the Romans was not to be and they began turning against Him.
Of course there were as now a variety of positions which people held to, but even firm believers as to who Jesus was, thought Christs mission had failed–
Luk 24:13 And, behold, two of them went that same day to a village called Emmaus, which was from Jerusalem about threescore furlongs.
Luk 24:14 And they talked together of all these things which had happened.
Luk 24:15 And it came to pass, that, while they communed together and reasoned, Jesus himself drew near, and went with them.
Luk 24:16 But their eyes were holden that they should not know him.
Luk 24:17 And he said unto them, What manner of communications are these that ye have one to another, as ye walk, and are sad?
Luk 24:18 And the one of them, whose name was Cleopas, answering said unto him, Art thou only a stranger in Jerusalem, and hast not known the things which are come to pass there in these days?
Luk 24:19 And he said unto them, What things? And they said unto him, Concerning Jesus of Nazareth, which was a prophet mighty in deed and word before God and all the people:
Luk 24:20 And how the chief priests and our rulers delivered him to be condemned to death, and have crucified him.
Luk 24:21 But we trusted that it had been he which should have redeemed Israel: and beside all this, to day is the third day since these things were done.I had heard that the first year of Jesus ministry was received with scepticism, the second year of acceptance, but the third year much rejection.
Like the first believers who came out of Egypt, they were not aware of the times of testing and proving before inheriting the promises of God and they wanted it NOW.
Such despair can be experienced by all disciples since at times, until changed.

Acts2:38 Peter said to them, “Repent, and each of you be baptized in the name of Jesus Christ for the forgiveness of your sins; and you will receive the gift of the Holy Spirit.
The Spirit is the counselor.

What you say is true, but the Spirit filled believers still preached the future Kingdom of God.–Act 3:21 Whom the heaven must receive until the times of restitution of all things, which God hath spoken by the mouth of all his holy prophets since the world began.
