4 And I saw thrones, and they sat upon them, and judgment was given unto them: and I saw the souls of them that were beheaded for the witness of Jesus, and for the word of God, and which had not worshipped the beast, neither his image, neither had received his mark upon their foreheads, or in their hands; and they lived and reigned with Christ a thousand years.

Nick.Besides kings and priests;there obviously are also called Elders.And there are only 24 of them.
Since they were in heaven when the seals were opened;
they can not be on earth. They are there now;in heaven.Jesus said:You will be with me seated on twelve thrones thrones. The judging of the twelve tribes will happen in
the second resurrection.After they have gone through Christ.
For they must go through Chist first in the thousand year kingdom;and then the second resurrection.wakeup.

The second resurrection involves those not in Christ.

They have flooded the world with their evil works.

Elders: the Elderly. the older.Angels can not be spoken of as the Elders.
