The ones in Ps 78 most likely are angels appointed to cause evil so are not evil in themselves IMO. NB The everlasting fire of mt 25.41 was not made for man but for “the devil and his angels” The demons who serve the devil also know their unavoidable fate but knew also it was at an appointed time. Note also no mention of a second chance or a second life in humans for angels. God only shows mercy to men.

Even if this was true, which it is not, it is another thing to say ANGELS CAN BECOME MEN.

Nothing you have offered so far shows any support for these claims so do you have more?

Man was created as a living soul [gen2].

Every soul is known by Him and must account for actions at the judgement.
Men can be vessels for evil spirits or for the Holy Spirit which is how we are designed.
Jesus the man remained a man and did not become God despite being indwelled by God-we follow.

How can men be created from already existing and greater angelic beings – scripturally?

WHERE IS IT WRITTEN THAT BEINGS CHANGE THEIR NATURE TO OTHERS OF A DIFFERENT NATURE?
