Land that drinks in the rain often falling on it and that produces a crop useful to those for whom it is farmed receives the blessing of God.

I think the verses talk about the pouring of Holy Spirit on people in the end days. Unless you say in your words, verses can be inferred in different way by different people.

Hebrews 10:29
