Lux Veritatis

I was searching for some info about the nephilim race, and in particular, what is “Lux Veritatis” related to? I know it is translated “Light is Truth out of Darkness” /Ex Tenebris Lux Veritatis/ , but what is its relation to the book of Enoch? What does it mean at all?
