Let’s try something .. let’s go through some phases of the definition of the word “but” and see if it changes the meaning of this sentence to contradict what Wakeup , J42 and I believe, that the new earth only commences 1000 years AFTER the millennium:

Okay, so “but” is used in this way to contrast with what has already been said ..
And contrast ..

Right so far?
So lets go ..

God is going to create a new heavens and a new earth .. yay ..
Isaiah 66:18 But .. >>STOP< < .. God is going to create a new heavens and a new earth "BUT"!! Right, lets apply the first clause .. The Jerusalem bit is what God is going to do before He makes the new heaven and new earth .. matches with our interpretation so far ..

So BEFORE God creates the New heavens & earth .. He is FIRST going to do something with Jerusalem ..
Context:
Let’s start where God begins a new subject (This subject) within that chapter, an UNBROKEN theme, no change of subject changing back to the previous verses subject but instead ONE subject is being explained ..
This scripture below is obviously the second coming .. this is the opening THEME of the subject .. the CONTEXT concerning what takes place in this PERIOD ..
Isaiah 66:
15 For, behold, the LORD will come with fire, and with his chariots like a whirlwind, to render his anger with fury, and his rebuke with flames of fire.
16 For by fire and by his sword will the LORD plead with all flesh: and the slain of the LORD shall be many.
Matches Rev 19
Isaiah 66:17 They that sanctify themselves, and purify themselves in the gardens behind one tree in the midst, eating swine’s flesh, and the abomination, and the mouse, shall be consumed together, saith the LORD.
These are idolators, God considers idolators wicked too .. so staying in CONTEXT, this matches this:
Matthew 13:49 So shall it be at the end of the world: the angels shall come forth, and sever the wicked from among the just,
Still matching what we say .. no contradiction here ..
Isaiah 66:18 For I know their works and their thoughts: it shall come, that I will gather all nations and tongues; and they shall come, and see my glory.
Obviously when Christ RETURNS .. matches this chapter which is about the 2nd coming ..
Zechariah 14:16 And it shall come to pass, that every one that is left of all the nations which came against Jerusalem shall even go up from year to year to worship the King, the LORD of hosts, and to keep the feast of tabernacles.
17 And it shall be, that whoso will not come up of all the families of the earth unto Jerusalem to worship the King, the LORD of hosts, even upon them shall be no rain.
Still no contradiction ..
Isaiah 66:19 And I will set a sign among them, and I will send those that escape of them unto the nations, to Tarshish, Pul, and Lud, that draw the bow, to Tubal, and Javan, to the isles afar off, that have not heard my fame, neither have seen my glory; and they shall declare my glory among the Gentiles.
For these to be escaping to other lands during the 2nd coming period (KEEPING with the CONTEXT / THEME), then they were involved in something going on in some OTHER land .. And what land is focussed on at the 2nd coming where many nations are joined together for a reason that goes wrong (for THEM) so THEY have to FLEE .. ISRAEL at Christ’s return, MEGIDDO at ARMAGEDDON .. the war against Christ goes terribly wrong for THEM ..
Which matches Rev chapter 19 again ..
Isaiah 66:20 And they shall bring all your brethren for an offering unto the LORD out of all nations upon horses, and in chariots, and in litters, and upon mules, and upon swift beasts, to my holy mountain Jerusalem, saith the LORD, as the children of Israel bring an offering in a clean vessel into the house of the LORD.
Keeping in CONTEXT, obviously AFTER the soldiers that FLED to WITNESS amongst the NATIONS what Christ has done, scaring the wits out of THEM .. THEY try to smooth things over with the RETURNED King of Kings by SENDING Him a PRESENT .. AFTER He has RETURNED is STILL the CONTEXT.. and what is the present .. ISRAELITES .. HUMAN Israelites .. obviously, because AFTER Christ touches down, all His saints are ALREADY SPIRIT!!
Which is STILL in line with what WE say .. no contradiction here ..
Now HONESTY .. I could have wrapped it all up and my case even now would have been strong .. BUT .. I will not HIDE things just because I can not explain them YET .. look at this next verse, I only have speculations to what it means ..
Isaiah 66:21 And I will also take of them for priests and for Levites, saith the LORD.

Isaiah 66:22 For as the new heavens and the new earth, which I will make, shall remain before me, saith the LORD, so shall your seed and your name remain.
God often RECAPS .. THIS LATER VERSE is RECAPPING these PREVIOUS TWO ..

Isaiah 66:18 But be ye glad and rejoice for ever in that which I create: for, behold, I create Jerusalem a rejoicing, and her people a joy.
Isaiah 66:22 For as the new heavens and the new earth, which I will make, shall remain before me, saith the LORD, so shall your seed and your name remain.
WE can argue “remain BEFORE ME” , but I say it means FUTURE, “the new heavens & earth I will make will WILL be in the future yet .. which agree’s with “BUT” .. so still no contradiction ..
Isaiah 66:23 And it shall come to pass, that from one new moon to another, and from one sabbath to another, shall all flesh come to worship before me, saith the LORD.
Matches HOLY JERUSALEM to come in Rev 21:10-27 .. HOLY Jerusalem is NOT the same as NEW Jerusalem .. matches this:
Revelation 21:
24 And the nations of them which are saved shall walk in the light of it: and the kings of the earth do bring their glory and honour into it.
25 And the gates of it shall not be shut at all by day: for there shall be no night there.
26 And they shall bring the glory and honour of the nations into it.
27 And there shall in no wise enter into it any thing that defileth, neither whatsoever worketh abomination, or maketh a lie: but they which are written in the Lamb’s book of life.
And FINALLY ..
Isaiah 66:24 And they shall go forth, and look upon the carcases of the men that have transgressed against me: for their worm shall not die, neither shall their fire be quenched; and they shall be an abhorring unto all flesh.
Shows that DEAD BODIES and HUMANS looking at those bodies AFTER Christ has ALREADY RETURNED and BEEN RULING for at LEAST a YEAR for these to COME to KEEP the YEARLY FEAST ..
Again, in perfect harmony with what we are saying ..
In fact, the burden of proof is on ALL who disagree with us .. we match CONTEXT and keep in line with the THEMES .. which all agree with New Testament prophecies mentioned herein that harmonize with the Old Testament prophecies.
But no one will see.

BUT, you don’t mention how Isaiah 66 says about new Israel being born in one day. This is the fulfilment of Isaiah 62:1-5 and many other prophesies telling of the Second exodus of the Israelite people. It was NOT fulfilled by the Jews in 1948, they are just a ‘firstfruit’, of the redemption of ALL Israel.
They will gather and live in all of the Holy Land and as v19 says, they will ‘proclaim the glory of God to the nations’; the 144,000 will do that.
So all of Isaiah 66 up to v21, will happen BEFORE the Return. It is them, living in the Land that will say: ‘Blessed is He who comes in the Name of the Lord’.
