It is important to discern who was the target audience for Jesus’s teachings. Just because he quoted the Law does not imply that he was putting all men under the OT Law. Purveyors of false religion offer heavier burdens than we can bear in the hope of salvation by our own efforts.

Yes Jesus was sent to the Jewish people who are under the Law to teach them about the Law.
It would be wrong to apply his teachings to the Gentiles.
