If we are joined with Jesus through baptism in his name then we have passed over from death to life. Through baptism into his death we join him also in his resurrection into the 1000 yr reign, the REST of God that Hebrews 4 speaks of.

So God sovereignly decided to baptise believers in the Spirit but then, through Peter showed that His Will is that baptism in water in the name of Jesus Christ, His Son, is still essential.
