John baptised in water and so did the disciples of Jesus.
The apostles after he left obeyed the command and there are at least 15 examples shown in the book of acts of that obedience

It is God Who decides whosoever has repented and is clean enough to be blessed with His Spirit.
God also inspired Peter to baptise them in water.
