Philo is more an evangelist that is explaining Jewish teachings to Gentiles, possibly Greek Stoics. The one error I know is that his teachings seem Gnostic but I could be mistaken since he uses the term demiurge in a non-Gnostic way.

If the conditions apply to a choice then a person with free will will always choose the same thing because otherwise is random choice and random choice is not free.
