LU, Mike, and all,It seems reasonable that the stump of Jesse refers to the family of David that was cut down at the exile.  The new branch comes from the line of Nathan and not the Exilarchs.  The hypothesis is that addressing Jesse's line is speaking of more humble beginnings than addressing David's line.
