He writes the same basic message to the Colossians.

Colossians 2:12American Standard Version (ASV)

12 having been buried with him in baptism, wherein ye were also raised with him through faith in the working of God, who raised him from the dead.

Does a believer remain buried with him in immersal until an apostle lays hands on him or is he raised from being immersed first just like Jesus was raised from the grave?

It is those that raise from being “buried with him by baptism into death” that should walk in newness of life.
