Scripture does not say whether or not it was a sign to Jesus. All it says Jesus saw the Spirit descending as a dove.

Jesus saw his immersion in water and he saw the Spirit descending on him in the form of a dove. Do you want to add additional words to that?

The sign of the Spirit descending and remaining on Jesus was to show John that Jesus is “he which baptizeth with the Holy Ghost” and from that information John concluded was the Son of God, which is to say the Christ. I do not see a reason to add to it. Do you?

The Law is continuously been righteous but humanity was a slave to sin. (Romans 7:12)

Being holy the Law needed no justification though humanity does.
