Yes it is all symbolic but like parables these symbols are deeply truthful.

They speak of a Lord reunited with his people, a loving union between him and those who had come to know and love him but never met him.

The beast that was wounded and healed, cannot be the ottoman empire.  The 7th beast has to already be in existence before it can reform into an 8th empire. The 7th beast was never killed, just wounded (weakened) and it still remains to this day.
