“And the woman whom you saw means the great city that has a kingdom over the kings of the earth.”Again, it seems that Babylon isn't a country (a king of the earth) but it seems that Babylon has power or control or a system set up over the kings of the earth.

“The waters that you saw, where the harlot is sitting, mean peoples and crowds and nations and tongues.”Babylon the great, sits on many waters, meaning “nations.” Again, it doesn't seem that this applies to a country to me.
