Water baptism is not a requirement at all. Born of water is human birth.

Paul did not baptize with the Holy Spirit as he did not and does not have the authority to give the Holy Spirit. Jesus had to live a life in which he did not sin even though being tempted as is common to man and then die in order for the Spirit; in its role of concealer to come. John teaches us that Jesus is the one the baptizes us with both the Holy Ghost and fire.
In Acts 19:1-7 they were baptized in the name of the Lord Jesus is written before the laying on of hand by Paul. The laying of hands also bestowed gifts on them. You see the same pattern in Acts 8:14-17 where immersion in Jesus’ name occurs separate from the laying on of hands.
Jesus’ command was to make student-followers of all nations immersing them and teaching them to obey all he things he taught the apostles. Both of these passages show Paul and the apostles followed that pattern.

Read on and you will see Peter commanded that they be baptised in water.

God also inspired Peter to baptise them in water.

You do not include a context so I do not know in what sense you mean.
Spiritually yes but bodily no. Paul is one with Christ Jesus in the union of the Spirit which is why Jesus prayed that believers would be in him and God and him and God would be in Jesus.
Not everyone is given the same authority by the Spirit.(1 Corinthians 12:28-29)
