Obviously he is not instructing the Eleven to immerse in the power of the Spirit because he does that. The Eleven clearly immersed believers; just as he commanded them.
He also commanded:

In so doing the students they make are also to make students of all nations; immersing them; and teaching them to obey all of Jesus' commands. This is true of each and every generation of students.

Hi T:Only Jesus can baptize with the Holy Spirit, and one may receive the Holy Spirit either before or after water baptism.
There are examples in the Acts of the Apostles.
Already showed you that Jesus when he was baptized in water stated that it was necessary to fulfill all righteouness, also, the Apostle Peter commanded Cornelius those with them who received the Holy Spirit prior to being baptized in water to be baptized in water.

you and Nick and Kerwin just give your view on what you think it should be ,this is not what I have ask you ,
if Mat 28;19 was an order why so few of the disciples are found not to practice water baptism except on Jews
,for a Jew that knows his God (or should) baptism mean repentance of what he know he should have done and did not ,but for a gentile ,unless he get immersed (baptized) in the knowledge of God a new God to him because gentiles were not raised as Jews ,
so for a Jew to be baptized in Christ would really mean to be going trough a seminar of knowledge about who Christ was,his,and so that they can then acknowledge the son of God as the true messiah that had to come and that was prophecy about in the scriptures long ago.
also to know what it mean to each of them to be called ,ect.
this will bring true light to them ,and God give to some of his holy spirit to fulfill his promises from Joel 2.(Jews)

how are believers separated
by water baptism ? or by believing and practice in the knowledge of God and father of Christ ,that God has send his son into the world to save it does God or Christ benefit from water baptism

It is not a sect you are immersed into; but the true teaching of Jesus Anointed. If you do not yet know the true teachings of Christ but believe in Jehovah; then you are only immersed in water for the forgiveness of your sins. Apollos and the other disciples of John are examples of this.
