We are not in a position to know why but heaven would be a stronger place for God's forces with the turnpikes tossed out. Satan surely was in heaven speaking with job for God lives there.

The sign in the heavens of the dragon is DRACO the constellation.
Gen 1 tells us stars are given for SIGNS

This is what the scripture in Job states.  Satan presented himself along with the sons of God, but I don't read that to mean that he was in heaven.

Now let's look at what the scripture states about the king of Babylon.

God is in heaven.
Heaven is His throne.

But God has manifested in various ways on earth and previously has dwelled with the chosen people, while still being in heaven.

Isaiah 2:3
And many people shall go and say, Come ye, and let us go up to the mountain of the LORD, to the house of the God of Jacob; and he will teach us of his ways, and we will walk in his paths: for out of Zion shall go forth the law, and the word of the LORD from Jerusalem.

Isaiah 8:18
Behold, I and the children whom the LORD hath given me are for signs and for wonders in Israel from the LORD of hosts, which dwelleth in mount Zion.

Isaiah 18:7
In that time shall the present be brought unto the LORD of hosts of a people scattered and peeled, and from a people terrible from their beginning hitherto; a nation meted out and trodden under foot, whose land the rivers have spoiled, to the place of the name of the LORD of hosts, the mount Zion.
The kingdom of God and of heaven was esatblished on earth and Christ will rule here from Jerusalem

just a note Satan ad access to go has he pleases but the end of that favor came to a close when Jesus died on the stake,from then on there was no more room in the presence of God for wicket angels,and they were cast out of the presence of God.to the suroundings of the earth.
