At the time of the second coming of the Messiah the wicked are overwhelmed with terror and despair.
“They called to the mountains and the rocks, ‘Fall on us and hide us from the face of Him who sits on the throne and from the wrath of the Lamb! For the great day of their wrath has come, and who can stand?” Revelation 6:16-17, NIV.
The leader of the wicked is destroyed with the brightness of the Messiah's coming and the rest of the wicked are killed by His sword.

“The beast that was”, was Rome, a world ruling empire; so were the five empires before it. “And was not”, after the western part of Rome collapsed in 565 AD, there was no world ruling empire, one world government.

You came close with your explanation. This is the scripture ministers use to prove the rapture, and Antichrist, the fact is, it is the seventieth week, the week Jesus began his ministry.
