For the time being the kingdom is dormant because the early followers did not remain true to the teachings of Jesus. The gospel became contaminated with the Pagan religion and then a corrupt church.

The kingdom slumbers because believers will not rely souly upon Jesus' teachings.

Jealousy was a poor choice of words for the Bible writers, it's a human emotion not divine. For most humans who are not trying to excuse that poor choice of words they have a human idea of what Jealousy is.
