The structure is symbolical,because the gates are the 12 tribes of israel. And the 12 foundations are the 12 apostles.etc,etc.

The woman started with israel(the gates),then the apostles teachings (the foundation first laid by christ).
Gods woman is also called the city Zion,where all the righteous dwell in. The city babylon the great is where all the ungodly dwell in.
