a. they talked about it?

“b” is the correct answer
Acts 11:15-18
15 And as I began to speak, the Holy Ghost fell on them, as on us at the beginning.
16 Then remembered I the word of the Lord, how that he said, John indeed baptized with water; but ye shall be baptized with the Holy Ghost.
17 Forasmuch then as God gave them the like gift as he did unto us, who believed on the Lord Jesus Christ; what was I, that I could withstand God?
18 When they heard these things, they held their peace, and glorified God, saying, Then hath God also to the Gentiles granted repentance unto life.Here Peter is referring back to Acts 10:44-46
While Peter yet spake these words, the Holy Ghost fell on all them which heard the word.
45 And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost.
46 For they heard them speak with tongues, and magnify God. Then answered Peter,Speaking in tongues is the proof that someone has been filled with the gift of holy spirit
It convinced Peter and the elders at Jerusalem.
It convinces those who know how to receive the gift of holy spirit, that is those who have been instructed in this most important subject of manifesting God’s power in our lives

For instance, we may experience to some degree, freedom as we learn truth, but until we read or are taught John 8:32 and how to arrive at that state, it is difficult, if not impossible to focus on achieving that freedom.

Speaking in tongues means; if one speaks in english,a German will hear it in German.

God is holy and God is spirit, therefore God calls himself by the name, the Holy Spirit.
Romans 10:9-10
That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.
10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.Ephesians 2:8-9
For by grace are ye saved through faith; and that not of yourselves: it is the gift of God:
9 Not of works, lest any man should boast.When a person speaks in tongues it the believer who chooses to speak, it is an act of their will, but it is God, the Spirit, that gives them the utterance.
Acts 2:4
And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.
It was the apostles and the subsequent believers, including believers today, that do the speaking, but it is God that gives the utterance, the words spoken.
Thus it is speaking the wonderful works of God.
Acts 2:11
Cretes and Arabians, we do hear them speak in our tongues the wonderful works of God.
The utterance that the people were hearing was in their languages, it was not translated by God to their languages.
There were twelve apostles speaking in tongues, there are about 11 possible locations that the listeners were from, Acts 2:7-11. The utterance that was given to the apostles were in languages that the apostles did not speak, but since God is all knowing, He knows all languages, dialects, grammar, perfectly and could give those words to the apostles to speak, which is what “as the Spirit gave them utterance” tells us.
Peter might have spoken given utterance in the Parthian language, then in the Mede language, then in another language, etc. as the other eleven were given various languages.
There fore God covered the languages listed.
By God telling us in Acts 2:11 that they spoke “the wonderful works of God” He makes it very clear that speaking in tongues glorifies and thus magnifies God
Acts 10:44-46

How did they know?
Because they spoke in tongues just like the apostles did.
How would you know that you someone has received the gift of eternal life/salvation/holy spirit?
By hearing them speak in tongues like the apostles and the household of Cornelius did.
Sadly, there are Christians out there who do genuinely speak in tongues, but abuse it by their foolish and ungodly self centered antics like snake handling or all speaking in tongues at the same time or acting foolishly while speaking in tongues.
Paul had to correct all that stupidity. God had him write I Corinthians 12-14 to reproof the Corinthians of adding ungodly behavior to the godly act of speaking in tongues.
I Corinthians 14:5-19 etc.
I would that ye all spake with tongues, but rather that ye prophesied: for greater is he that prophesieth than he that speaketh with tongues, except he interpret, that the church may receive edifying.
6 Now, brethren, if I come unto you speaking with tongues, what shall I profit you, except I shall speak to you either by revelation, or by knowledge, or by prophesying, or by doctrine?
7 And even things without life giving sound, whether pipe or harp, except they give a distinction in the sounds, how shall it be known what is piped or harped?
8 For if the trumpet give an uncertain sound, who shall prepare himself to the battle?
9 So likewise ye, except ye utter by the tongue words easy to be understood, how shall it be known what is spoken? for ye shall speak into the air.
10 There are, it may be, so many kinds of voices in the world, and none of them is without signification.
11 Therefore if I know not the meaning of the voice, I shall be unto him that speaketh a barbarian, and he that speaketh shall be a barbarian unto me.
12 Even so ye, forasmuch as ye are zealous of spiritual gifts , seek that ye may excel to the edifying of the church.
13 Wherefore let him that speaketh in an unknown tongue pray that he may interpret.
14 For if I pray in an unknown tongue, my spirit prayeth, but my understanding is unfruitful.
15 What is it then? I will pray with the spirit, and I will pray with the understanding also: I will sing with the spirit, and I will sing with the understanding also.
16 Else when thou shalt bless with the spirit, how shall he that occupieth the room of the unlearned say Amen at thy giving of thanks, seeing he understandeth not what thou sayest?
17 For thou verily givest thanks well, but the other is not edified.
18 I thank my God, I speak with tongues more than ye all:
19 Yet in the church I had rather speak five words with my understanding, that by my voice I might teach others also, than ten thousand words in an unknown tongue.The twelve apostles spoke in tongues out loud in a public place, thus establishing that they received the gift of holy spirit from God and that speaking in tongues glorifies God.
However, that being established, it became clear that speaking in tongues was to be a private experience, not public, unless interpreted by the one speaking in tongues in a meeting of believers

Not everyone has the gift of speaking in tongues (1Cor 12:30)
Do you believe speaking in tongues to be THE sign of the Holy Spirit in everyone who has the Holy Spirit?
The fruits of the spirit (love, joy, peace, long-suffering, gentleness, faith, meekness, and temperance) IMO would be the signs of the Holy Spirit first.

The Jews already knew much of what is taught they just needed to know it was fulfilled. For example the Jews believed in one God that is one person but today we have those that believe there is one God that is three persons. If you assume the later knows the truth and they don’t where does it leave their understanding.

Kerwin yes that’s right but not everyone receives the gift of tongues.
To one wisdom, to another knowledge, to another faith, to another healing, to another miracles, to another prophecy, to another the ability to distinguish between spirits. To another various kinds of tongues. (1Cor 12).
Are all Apostles? Are all prophets? Do all speak in tongues? Do all interpret? (same chapter).
When some denominations claim that the sign of the Holy Spirit in a person is the speaking in tongues (and if they don’t speak in tongues then, according to them, they have not received the baptism in the Holy Spirit), that does not align with scriptures because : ‘Not all speak in tongues’.
