We are saved by faith in what God has done for us in the person of His Son and His Christ. Water baptism does not save us. We are baptized because we have believed with a repentant heart. Our works or actions demonstrate what we have believed.
But as to this topic, being born of water does not refer to water baptism, it refers to being born of living water which is the Word of God. When we believe the gospel, the seed that was sown in our spirit sprouts. At that point we are born of water, and when we receive the Holy Spirit we are born of the Spirit.

We have to be flesh FIRST, then when the time comes QUICKENED TO SPIRIT just like our Lord Jesus Christ was, to enter heaven….then we can see God face to face. Flesh and blood cannot look God in the face and live. Flesh and blood cannot dwell amongst spirit (God, Christ, the angels etc) as we are a different material…flesh…inferior…we die, we get sick…we make mistakes etc…
God is too bright, and flesh cannot survive this type of power, only spirit can. So it's a process. Flesh first, then spirit, then enter. In other words, you cannot enter heaven until the resurrection takes place, when we are changed. Flesh and blood cannot go straight there without first going through this process.
